WOMEN OF ACHIEVEMENT AWARD 🏆

WAPPA Member, Helen Demeris has been named as one of five finalists in the 2025 DoE Women of Achievement Award. Helen was nominated for her dedication to creating a supportive and connected school community. As the principal of Yanchep Rise Primary School, she is deeply respected for her passion, compassion and innovative approaches. Helen is committed to empowering staff and fostering a collaborative environment. She has campaigned for improved safety and community connection through establishing the Yanchep Hub and introducing the Berry Street Education Model to support the emotional wellbeing of students. Congratulations and good luck!

SUPPORT & ADVOCACY

SUPPORT MATTERS SUMMARY

This year, we are introducing a brief summary to the Support & Advocacy section, in a bid to promote our services to members, whilst also encouraging members to reach out, based on the types of matters being raised. The bulk of support calls this year have been in relation to Senior Teacher 2 queries. Ordinary Members should have received advice sent directly to you via email. Other matters in which members have sought support this fortnight include – making a SID referral, on-site therapists’ insurance, family law matters, school reclassification concern, negotiating FTE reduction, attendance at staff meetings and classroom observations. If these, or any other topics are affecting you, please feel free to contact us to seek advice and input that may guide your decision making.

PRINCIPAL PROFESSONAL STANDARD

WAPPA has been engaged with the PPR team since its inception, providing feedback into PPR processes, timelines, support and the like. During this time, the Department has committed to developing a concise document, The Principal Performance Standard, that compliments the PSR Standard, giving principals simple information to guide self reflection, clarify the expected standard and provide greater consistency. WAPPA sees that the document could also be used in conjunction with the PPIT for aspirant leaders to plot their own development and growth needs. WAPPA was given opportunities to provide input into the document along with other stakeholder groups, and our collective contributions have helped shape the final version.

PSYCHOSOCIAL SUPPORT RESOURCES

To support school leadership teams this year, the Psychosocial Safety and Wellbeing team in Central Office has developed two template presentations for you to deliver to your staff. The presentations are customisable to suit the needs of your context and have further information in the presenter notes section to help you deliver an informative session.

The two topics are: – Addressing inappropriate or unreasonable behaviour in the workplace

– Introduction to Psychosocial Risk Management.

2025 ELECTION PRIORITIES AND COMMITMENTS

A number of election promises have been made in the first week of school, with some common themes. From a ‘big picture’ state funding priority perspective, WAPPA has consistently advocated for resources, programs and funding that address the following three issues:

  1. A Better Deal for Primary Funding

  2. Support for Students with Complex Needs

  3. Investment in School Infrastructure & Regional Housing

Within these three priority areas there are flow on issues, such as school leader workload and support, leadership attraction and retention, and so onAs expected, all of the educational stakeholders have similar interests in seeking election commitments, specifically in the areas of staffing attraction and retention, building infrastructure and greater support for schools, by way of funding, resources and personnel.

In relation to WAPPA’s work in this space, many of our long held positions and advocacy efforts can be seen in recent announcements and commitments.

  • Last year in February, WAPPA joined other Associations and the SSTUWA in writing to Premier Cook, seeking urgent funding to expedite air conditioning upgrades across the state and this commitment has recently been announced. Likewise, WAPPA welcomes recurrent funding commitments to improve infrastructure in our schools, but insists that school upgrade projects are selected based on areas of greatest need.

  • For many years now, WAPPA has advocated for 100% SRS funding to be delivered to our schools, and this has also been announced as a state and federal commitment, although WAPPA would like to see quicker timelines in relation to the distribution of funds.

  • WAPPA has always strongly advocated for funding specifically to primary and specifically through the school gateway.  As such, WAPPA welcomes the increased funding to Level 3 schools in 2025, which is set to double in 2026. This funding will allow schools greater flexibility in managing their operational costs, staffing and resources.

  • WAPPA has long called for greater support for students with complex needs and the ability to work collaboratively with families and para-professionals, so we welcome the announcement of an increased number of ‘wrap around’ services at school locations, including regional sites. WAPPA welcomes announcements that commit funding to providing more Behaviour and Engagement Centres and for the provision of school based paraprofessionals such as Speech Pathologists.

  • WAPPA is very keen to provide input and direction into any plans regarding full time Kindergarten, along with the implications for curriculum, funding, infrastructure, parent choice, continuity of learning and so on.  Given the two year lead in time, we would anticipate being part of this consultation, if the strategy is trialled.

  • WAPPA has advocated strongly for the Principal Chaplaincy Program to continue in our regions and this funding was secured late last year, with other parties seeking to expand the program into the Pilbara and Kimberley.

  • A recent announcement, that is a direct result of WAPPA Advocacy, is the expansion of the Parent Liaison Office. WAPPA has long called for additional support for school leaders and parents, in navigating the system that manages complaints at the ‘higher end’. Within our Supporting Students with Complex Needs position paper, WAPPA called for greater support, that would allow parents to have their concerns addressed appropriately, whilst leaders could be freed up to ensure they are able to concentrate on core business, for as much of their time, as possible.

  • WAPPA notes that many parties have pledged to provide funding to create smaller classes, but we have long believed that this initiative is extremely costly and would do little to alleviate workload, if it wasn’t matched with funding to provide strategies, resources and staffing, that directly supports students with the greatest needs.

It all started back in 2016, a simple idea born out of a desire to connect….

DEPARTMENT OF EDUCATION AGENCY CAPABILITY REVIEW

In 2021, the Public Sector Commissioner (Sharyn O’Neill) announced the commencement of the Agency Capability Review (ACR) Program. As part of the program, every public sector agency (within the WA Government) will engage in a capability review to consider the current state of the agency and how well placed they are to deal with the challenges in front of them now and into the future.

The Department of Education ACR commenced at the end of Term 1 last year and WAPPA was invited to provide information, at interview, as part of the review process. The Executive Summary of the final report was released in mid-December 2024; after the school year had ended. The Executive Summary outlines 12 Key Observations as well as 4 Areas of Strength and 3 Lines of Inquiry to help drive future improvement.

The report findings and recommendations are consistent with the messages school leaders have been delivering over recent years, and that WAPPA has continued to advocate for at a range of Department and Government levels.

Key observations:

  1. Staff are deeply committed to educating young people… but there is no long term strategic plan to give them direction.

  2. Without a long term plan, the agency will operate in a reactive, incident management mode and will be ill-prepared for future challenges.

  3. The lack of future focus hinders strategic policy capability, and the ability to develop and respond to government reforms.

  4. There have been many significant reviews… but recommendations have not been implemented, so the challenges have continued (e.g. Statewide Services review and Strategic Review of DoE).

  5. There is a critical need to establish clarity around the role of:

    a) central services (setting strategic direction and supporting the system),

    b) schools (providing a supportive and inclusive environment promoting educational excellence and wellbeing) and

    c) teachers (provide educational approaches and work with others to address students’ holistic needs).

  6. A system-led, multidisciplinary approach (including appropriate allied support) to support student mental health and behaviour is needed, requiring collaboration with other agencies and providers.

  7. There needs to be more balance between system leadership and the (IPS) flexibility in decision making given to schools.

  8. IPS has led to administrative duplications and inefficiencies across schools. These need to be better understood, with a view to centralising support (e.g. backend recruitment processes).

  9. The increasingly complex needs of students have expanded teacher workload and are resulting in high levels of stress and burnout.

  10. The agency has struggled to take a strategic approach to workforce planning; and more effort is required to address workforce problems in regional areas.

  11. Public sector agencies perceive that DoE is reluctant to engage proactively with them on to support children and young people.

  12. School principals are requesting greater guidance, support, resources and tools to help them run their schools.
